Building safety requirements now sit directly inside project delivery
The Building Safety Act and Building Regulations dutyholder regime have increased the emphasis on competence, design control, construction evidence and demonstrating compliance — particularly for higher-risk buildings.
For residential contractors, these requirements cannot be treated as a final-stage documentation exercise. Matthews & Roberts can support contractor teams in putting structured management and assurance around the information, change, quality and completion processes required by the project.
Higher-risk building work — England
For design and construction in England, the higher-risk building regime generally covers buildings that are at least 18 metres in height or have at least seven storeys and contain at least two residential units, as well as certain hospitals and care homes. Whether a particular building falls within the regime should be determined against the applicable legislation and project circumstances.
Gateway 2 changes when design information must be ready
For higher-risk building work, building control approval from the Building Safety Regulator is required before applicable building work starts. This places greater emphasis on coordinated design information, compliance evidence and clearly defined project arrangements before construction progresses.
Building Safety Regulator approval is a statutory regulatory decision. Matthews & Roberts does not approve, submit or guarantee Gateway outcomes on behalf of the responsible parties.
Change needs to remain controlled after work starts
Residential construction continues to generate technical queries, design development and site-driven change after mobilisation. On higher-risk building projects, changes may also engage formal building-control change procedures. Matthews & Roberts can help contractor teams maintain visibility of design status, change records, commercial implications and programme impact.
Completion is an evidence milestone as well as a physical one
For applicable higher-risk building projects, the completion process requires evidence that the completed work complies with the Building Regulations. The contractor therefore needs quality records, approved information, change records, testing, commissioning and as-built evidence to remain aligned throughout construction.
Build the record at the same time as the building
On higher-risk buildings, required building information needs to be created, maintained and managed through the relevant lifecycle. For contractors, that makes information quality a construction-management issue rather than simply a handover task.
Building Regulations duties sit alongside CDM — they are not the same system
Building Regulations include dutyholder and competence requirements for clients, designers and contractors. These duties are separate from, although they can interface with, dutyholder arrangements under CDM 2015. A party may hold both roles where properly appointed and competent, but they are legally distinct appointments.
Residential delivery depends on sequence
Residential programmes need to coordinate much more than individual trade durations. Groundworks, infrastructure, utilities, structures, envelope, MEP, finishes, inspections, commissioning, external works and handover all need to progress in a sequence that supports the wider development.

The Future Homes and Buildings Standards were published in March 2026, with the principal regulatory changes generally due to come into force from March 2027 subject to transitional provisions. Different arrangements apply to certain higher-risk building work. The applicable requirements should be established for each project.
