Overview
Matthews & Roberts is appointed as Temporary Works Coordinator and Temporary Works Consultant on a £2bn industrial scheme in Chester, Cheshire. It is one of the largest construction projects in the UK.
Our appointment began in April 2026 and covers the coordination of all temporary works across the scheme. We manage each item from initial concept through design, checking, installation, use and removal so that temporary works support the main works safely at every stage of the programme.
On a project of this size temporary works become a programme in their own right. A large volume of individual items must be designed, checked, installed, adapted and removed in the right order while the main works continue around them. Our role is to keep that process controlled, documented and safe.
Our Role as Temporary Works Coordinator
Under BS 5975 the Temporary Works Coordinator (TWC) is responsible for making sure temporary works are properly designed, independently checked to the right category, installed as designed and only loaded once they have been confirmed safe to do so.
Alongside the TWC appointment we act as Temporary Works Consultant, providing technical advice to the project team on temporary works solutions, design interfaces and sequencing. This combined appointment gives the project a single point of responsibility for temporary works from planning through to removal.
Our Scope

- Assessing the effect of each temporary works item on programme and site safety
Site control
- Issuing permits to load and permits to dismantle
- Coordinating adaptations to existing temporary works to accommodate new temporary works or permanent works
Interface and risk management
- Risk management of the interface between existing and upcoming temporary works
- Identifying conflicts between temporary works items before they reach site
Approach
On a scheme of this scale temporary works are never standalone. Each item interacts with the permanent works, with neighbouring temporary works and with the construction sequence around it. Our role is to identify those interactions early.
We work with the project team to plan temporary works well ahead of need, so designs, checks and installation are complete before the main works rely on them. Where existing temporary works must change to suit new activities, we coordinate the redesign, approvals and installation so each change is controlled and the site remains safe throughout.
This forward planning protects both the programme and the people working on site. It reduces the risk of late design changes, unplanned stoppages or unsafe interim arrangements.
We set out the procedure and engagement strategy behind this appointment in our insight on temporary works on a £2bn manufacturing facility.
Why Temporary Works Coordination Matters on Industrial Schemes
Industrial projects typically involve heavy loads, deep excavations, large items of plant and tightly sequenced work in confined areas. Temporary works on these sites carry significant consequences if they are poorly designed, incorrectly installed or removed at the wrong time.
A structured coordination process gives the principal contractor confidence that every temporary works item has a clear design basis, an appropriate level of checking and a documented release before it is loaded. It also gives a clear audit trail for clients, insurers and regulators.
Current Status
The project is live. Our team continues to coordinate temporary works as the main works progress, planning each new stage ahead of time. Further detail on outcomes will be added as key stages complete.
Matthews & Roberts provides temporary works coordination to principal contractors across Chester, Cheshire, Liverpool, Manchester and the wider North West.
Frequently asked questions
What does a Temporary Works Coordinator do?
A Temporary Works Coordinator manages the temporary works process on a project. This includes maintaining the register, making sure each item has a suitable design brief and design check, confirming installation matches the design and authorising loading and removal through permits.
What is BS 5975?
BS 5975 is the British Standard code of practice for temporary works procedures and the permissible stress design of falsework. It sets out how temporary works should be managed on construction sites in the UK.
What are temporary works design check categories?
Design checks are graded from Category 0 to Category 3 depending on complexity and risk. Simple standard solutions sit at the lower categories. Complex or novel designs at Category 3 must be checked by an organisation independent of the designer.
Does Matthews & Roberts provide temporary works coordination across the North West?
Yes. Matthews & Roberts provides Temporary Works Coordinator and Temporary Works Consultant services to principal contractors across Liverpool, Manchester, Cheshire and the wider North West.
